A few forum changes

The quote limit has been reduced to 5 to make posts more readable. Sadly this means no more quoteception.

Also, the poll option limit has been increased to 50! So there will be 50 entries available per event from now on.

I've also separated the sticky/announcement threads from all other threads so they're easier to find.
